Minutes of January 17, 2007
A joint meeting of the Board of Commissioners of Public Works and members of the Greenwood City Council was held on Wednesday, January 17, 2007 at 6:30 p.m., at the Central Operations Center in Greenwood, SC.

I. The meeting was called to order by Mayor Nicholson.
- The statement of compliance with the notification provision of the Freedom of Information Act was given.
- Discussion:
- The Commissioners and City Council members discussed growth opportunities and the direction of future growth. Chairman Hancock commented on the possibility of a bond issue during 2007 or 2008. Manager Reeves reviewed CPW’s ranking with electric, water, gas and sewer rates. Councilwoman Hutto noted a need to market this better.
- Discussion continued on an annexation incentive agreement for the SAC Enterprise, Inc. property. The City requested consideration from CPW of an amendment to the initial agreement to allow the City to repay $350,000 for the land value and roadway construction with new tax revenue generated from the Countybank and Sam Zimmerman properties.
- The City Council requested participation from the Commissioners with community impact projects citing the new parking lot and the Center City Master Plan projects as examples.
- City Council pointed out that undeveloped or rehabilitated properties presently within the City limits may not receive the same consideration or inducements as developers receive when they annex into the City. In an effort to encourage new development on properties presently within the City limits, the City Council requested consideration from CPW with future requests pertaining to fire hydrants, fire protection, and fire code compliance issues.
