COMMISSIONERS OF PUBLIC WORKS
Minutes of July 30, 2007

An emergency called meeting of the Board of Commissioners of Public Works was held on Monday, July 30, 2007 at 3:00 p.m., in the Boardroom at 121 West Court Avenue, in Greenwood, SC.

I.          The meeting was called to order by Chairman Watts.

  1. The statement of compliance with the notification provision of the Freedom of Information Act was given.

 

  1. Executive Session:

A motion was made by Commissioner Monaghan to go into Executive Session to discuss legal matters pertaining to a contract on the Grace Street property; the motion was seconded by Commissioner Hancock and unanimously approved.

The meeting returned to open session.

Chairman Watts stated that the Greenwood Commissioners of Public Works had been supportive of parks since the beginning of these efforts back in 2000, and continued to support the efforts for a park at the Grace Street property. He stated that he had maintained all along that a park would be beneficial to the Greenwood Community; however, he had also maintained that he had a responsibility to look after the customers of CPW. He noted a compromise suggested at the meeting the previous week which would have provided 27 acres for a park and 27 acres for the benefit of the CPW customers and would have been a win-win solution, and this compromise was not accepted.

 

He stated that in a continuing effort to reach a win-win solution that would provide for a park and protect the customers of the CPW, they were prepared to make a motion.

A motion was made by Commissioner Hancock for CPW to request that the County Council issue bonds in the net amount of $4,000,000 to be used to extend water service lines and fire protection to areas of Greenwood County currently without these services, to convey those lines to the CPW to operate after construction, and in exchange for the construction of water lines, the CPW would convey the entire 54-acre Grace Street Water Plant property to the County by Quitclaim Deed, as is, with no conditions attached. The motion was seconded by Commissioner Monaghan, and unanimously approved.

The Commissioners noted that should the County agree to this proposal, the location of the lines would have to be mutually agreed upon by both the County and the CPW.
