COMMISSIONERS OF PUBLIC WORKS & GREENWOOD CITY COUNCIL
Minutes of April 17, 2008

A joint meeting of the Board of Commissioners of Public Works and the Greenwood City Council was held on Thursday, April 17, 2008 at 6:00 p.m., at the Central Operations Center in Greenwood, SC.

I.          The meeting was called to order by Mayor Nicholson.

  1. The statement of compliance with the notification provision of the Freedom of Information Act was given.

 

  1. Discussion:
  1. Mayor Nicholson opened the meeting and expressed a desire to maintain a working relationship where there is continued discussion of pertinent issues. He noted the recent expiration of a five-year agreement between the City and the CPW to provide utility services at the Federal Building at no charge. Mayor Nicholson continued that the City was requesting an extension of that agreement for any length of time the CPW would be agreeable. Commissioner Hancock inquired about other alternatives such as an accommodations or hospitality tax. An estimated cost of $25,000 for utilities was noted. Chairman Watts asked if the City would share the cost. Commissioner Monaghan inquired about the current standing of the Federal Building budget and if expenses are being met, adding that tourism dollars were supposed to be paying by now. The Commissioners asked what the County was paying; Manager Brown responded that the County paid for insurance and the City took care of the grounds. Commissioner Monaghan requested financial information be provided on the Federal Building to help the Board make a decision. Mayor Nicholson expressed appreciation for all that CPW had done. Councilwoman Edwards commented on the need to know exactly what everyone contributes and where the Federal Building stands financially.

 

  1. A motion was made by Commissioner Monaghan, seconded by Commissioner Hancock, and unanimously approved to install two fire hydrants, one at a cost of $8,362 on the corner of Durst Avenue and the 72 By-Pass; and another at the intersection of McDowell and Smith Streets at a cost of $6,337. 

Commissioner Monaghan added that these were outside of the annual check exchange.

  1. Mr. Barrineau provided an update on downtown projects.

 

  1. Executive Session:

A motion was made by Commissioner Monaghan to go into Executive Session to discuss a contractual matter; the motion was seconded by Commissioner Hancock, and unanimously approved.
