Minutes of September 11, 2008
A regular meeting of the Board of Commissioners of Public Works was held on Thursday, September 11, 2008, at 10:00 a.m.,
in the Boardroom at 121 West Court Avenue.

- Chairman Monaghan called the meeting to order. The invocation was given by Commissioner Hancock.
- Chairman Monaghan gave the statement of compliance with the notification provision of the Freedom of Information Act.
- New Business:
- Manager Reeves presented a request for a fund transfer in the amount of $1,125,137.47 from the 2007 Bond Construction Fund into the General Operating Fund for projects included in the 2007 bond.
A motion was made by Commissioner Hancock, seconded by Commissioner Watts, and unanimously approved.
- Manager Reeves presented a request from Commissioner Hancock to consider a change to the Gas Piping Policy that would add additional appliances for free piping to existing homes. Manager Reeves noted items eligible for free piping within the current policy included gas hot water heater, gas cook stove, gas clothes dryer, and primary heat source, as long as both the primary heat source and hot water heater use natural gas. Commissioner Hancock pointed out the year-around usage with gas grills. He asked that someone from the gas department educate the places selling gas grills who charge customers about $40 to $60 to set grills up for propane. When they convert to natural gas they take back all of the stuff they added; customers would save money if they could order natural gas. Commissioner Watts asked about anticipated cost. Manager Reeves responded that the current charge for piping is $120 per outlet, but it would depend on how many and how far the pipeline would be run. Commissioner Hancock noted that they would simply be adding gas grills since the policy already requires a 50,000 heat source and a water heater.
A motion was made by Commissioner Watts to include free piping for gas grills meeting the requirement; the motion was seconded by Chairman Monaghan, and unanimously approved.
- Neither Manager Reeves nor Mr. Gentry had anything new to report on annexation. Commissioner Hancock noted discussion at the Metro meeting on a request for 190 feet of sewer to the Timms property.
IV. Other Business:
- Commissioner Watts inquired about the status of propane tanks. Manager Reeves responded that the intent had been to open bids today; however, some bidders had suggested changes to the bid documents. An addendum was then sent out to bidders, with bids to be opened at the meeting on September 25.
- Chairman Watts inquired about the status of a grant received recently for water lines and hydrants. Mr. Commetto responded that surveying service proposals had been requested. They would like to have the plans out for bid by the beginning of the year and have construction begin sometime after the winter months while the prices are still good.
- Chairman Monaghan referred to the recent check transfer of $1.2 million to the City of Greenwood. He indicated an understanding of the city’s tax milage rate of 105 mils, adding that they have to reassess to get down to 96 mils because only a certain amount is allowable by state law. He stated that he was told that each mil is $33,000, which means that the $1.2 million represents a tax increase of 36 mils or more than a third of what they are paying. Chairman Monaghan explained that the CPW contribution of all electric lights and utilities for city facilities and streets within the city amounted to around $700,000 and was included in the check transfer. Chairman Monaghan pointed out that the balance is paid in lieu of a franchise fee. He explained that Duke Power pays a 5% franchise fee on their gross; if CPW were to pay a 5% franchise fee on our gross, it would amount to around 3 1/2 times the amount currently paid. Commissioner Hancock commented that CPW had gone out and brought every school in Greenwood inside of the city by buying a ten-foot strip. The city gets no revenue, but it helps the rate payers. None of the old buildings have been closed, so CPW still has those loads as well as now selling to the new schools at a cheaper rate than they could get elsewhere. The city gets no revenue back from the schools and has to furnish fire protection; CPW helps the city with fire protection, so the city and CPW work closely together on annexation to serve the citizens of Greenwood.
V. Executive Session
A motion to go into Executive Session to discuss contractual matters was made by Commissioner Watts, seconded by Commissioner Hancock, and unanimously approved.
